Changes in the handling of Brunei spices (fresh onions, fresh garlic, fresh shallots) import permits from 31 July 2026

It has come to our attention that there has been inconsistency in import permits issued for spices (fresh onions, fresh garlic, fresh shallots) to Brunei.

Following liaison with the NPPO of Brunei, we can confirm that fumigation for spices is not required (see attached sample permit for spices with correct conditions).

Additionally, the department was advised by the NPPO of Brunei, that if exporters are presented with an import permit that requires fumigation for spices the exporter should go back to NPPO of Brunei Darussalam and request a permit with the correct conditions.

All permits for spices to Brunei come with the following documentation:

• Import requirements (IR) for Spices (fresh onions, fresh garlic, fresh shallots)
• Phytosanitary (import) requirements
• A commodity list, except when the importer only applying to import one commodity, in which case it will be stated in the import permit itself.

Following this advice the Micor case for onions to Brunei will be amended to state the following in the general requirements:

Note for Exporters, AOs and ASE:

2. Onions to Brunei do not require fumigation, consignments with permits listing fumigation for spices will not be authorised.
   • For exporters: If you receive a permit listing fumigation as a required treatment you must contact your importer to request a permit with the correct conditions from the NPPO of Brunei Darussalam.
   • For AOs and ASE officers: If you receive a permit listing fumigation as a required treatment, direct the exporter to seek an import permit without fumigation, as above.

This change will come into effect on Friday 31 July 2026.

IMPORTANT

From Friday 31 July, the department will no longer be issuing certification for produce presented with an incorrect import permit. It’s the responsibility of the exporter to ensure that they source correct import permits prior to presenting produce for inspection.
